The equipment should always be prepared for the worst possibility. Not doing this is a failure. They shouldn't just say "Well, it hasn't frozen over in a few years so we'll just prep everything based on how cold it was these last couple years," they should instead be saying, "What is the historically lowest temperature and worst winter weather conditions ever recorded in this area? Prep the equipment to withstand that or worse." I would understand if this weather was shattering all-time record lows, you can't be expected to prepare for things that should be impossible, but it's not even close to doing that and there's no excuse. This weather is KNOWN TO BE POSSIBLE in that area, therefore it should be prepared for even if it's rare.
