"Chocolate", as such doesn't exist in nature, it's instead a manufactured product with varying degrees of cocoa solids, cocoa butter, sugar and milk. So if a product contains part of the cocoa plant thing, it's obviously chocolate.

It depends. In order for it to be called white chocolate, it needs a specific amount of cocoa butter in it. If you find a "white chocolate" and its called "White Treats" or doesn't have the word chocolate on its packaging at all, then it means its not proper chocolate as it It's just a white product.
