At least in the USA, probably not the case in most fields. I've done retail, IT, and banking, and only in retail were other people nursing severe hangovers on Monday. Even in retail, the people who smelled like sweet, acrid vomit and were clearly topping off at work were never around for more than a month or so.
Mind you, it could be that other fields attract heavy drinkers more than those three. Supposedly IT does, but the only person who looked/smelled like an alcoholic on my teams was usually myself.
