This is just incorrect. It has a distinct flavour that can be difficult to identify among many other strong flavours. In that context it just adds a background herby richness that helps bind a dish together. If you make a simple bechamel and add a bay leaf you'll be able to taste it more obviously. Or just take the leaf itself from whatever you're cooking and suck it. It has a goddamn taste.
