Can I replace celery with green peppers in mirepoix?

Nope, but you can replace the carrrots.

You can if you're cooking Cajun-Creole. Then the mirepoix becomes the Holy Trinity.

That's onion, celery and pepper. The celery works between the thioesters of the onion and the sweetness of the pepper or carrot. It's a gimme for making the whole more than the sum of its parts.

no but cabbage or doubling the onions is a suitable replacement

With what? Carrot is a difficult flavor to replicate.

No, but you can get freaky and use fennel.
Broccoli stems might work, if you account for the increased cooking time and decreased moisture content.
