I think it wasn't satire. He just was a prissy kind of queenie guy with some of those precious feminine wannabe mannerisms trying to appear mannered and cultured. It's a type of dysfunctional sense of false self. Hangs out with catty "women" who sit around and judge others for this or that fashion choice or social faux pas. First time eating in front of a camera, likely, and just unsure what the hell to do next in everything he should say and do. Just another idiot looking for attention, in other words.
Any(!) adult with any life experience whatsoever, let alone doing a restaurant review, would have known a plastic knife was not going to be effective on a tough pizzeria crust, let alone a pizza slice that was wet and floppy from too many placed toppings. He should have asked for real cutlery, or picked it up. Plastic can barely cut a piece of fruit.
