water and flour and salt, thats it. mix it all together and give a rest for 30 min in a fridge. it'll really make the dough more elastic and easy to work. and for the meat I prefer beef (80/20 lean / fat) but most people prefer beef with pork. lamb also works really good.

I think they might just be cheap, but hard to recycle, so they're not allowed in the EU or some shit. But that doesn't explain why they aren't common in the US. Maybe it's just consumer preference or some kind of logistics bullshit.
