why does previous boiled water boil faster than water that has never been boiled?

ive been doing extensive research on this and i cant figure out an answer

both test subjects are room temp at the time

Water, esp from a tap, isn't pure or distilled. There are minerals sure, but also gases and compounds that are affected by boiling. This has an effect on boiling speed but should be marginal at most, unless you have hard water or your burners/pans have noticeable differences in accuracy.
