Yes it is. If you want to serve food commercially you should be subject to an oversight committee that ensures your product is safe for distribution. I don't even care if it's government run or not, it can be self-regulatory like the MPAA or ESRB. If you're worried about not passing those standards and have such little faith in your own food then you shouldn't be serving food to anybody but yourself anyways.

Industrial kitchens CAN be clean, I have worked at a number of restaurants, but they are in much more intensive use and much more crowded than your home kitchen. Things can be overlooked, a food handling worker can get disgruntled and do something when no one is looking. Don't get me wrong, I plan on making a commercial kitchen for myself in the future so I can sell what I produce, but restaurants can be real cesspools
