In the northern states of mexico it's often common to find that all beef is served with flour tortillas. They grow wheat and rear cattle. Sure they have other animals and grow corn, even if they didn't they'd still have access to it. But it's tradition that you use flour tortillas with beef. Everyone tries to argue that flour tortillas aren't eaten in mexico, which is completely wrong. Corn tortillas are the most common across the board but flour tortillas has their place in mexican cuisine.
