Start with the basics
>frying an egg

Then keep doing that till you get the hang of it. It also doesn't hurt googling/youtubing stuff like

Start with the simplest possible recipes.
Get consistent with them, so that you can always get them good.

The two most important skills to develop:
Knowing when something is done cooking. (Texture changes, sound changes, smell changes, appearance changes - use all those to "know".)
Knowing how much salt something needs. (You pretty much learn this by repeatedly tasting it and adding a little salt at a time, to develop an intuitive understanding.)

If it cooked (and is not overcooked) and has enough salt (and does not have too much salt), it may not be perfect, but it should be ok.

Once you've got that down, then you try more challenging things.
I suggest starting with basic egg dishes and vegetable soup.

Follow recipes until you get consistently good results, then continue following recipes but start adding touches of your own that you think might improve them, if you've been following different recipes then you should start getting a touch for what will and won't work.
Try to pick a few favorites to learn by heart, cook them every now and then until you no longer need the recipe to make it.

Often following a recipe for even a slightly complex dish is gonna turn out shit for a newbie cook cause a lot of cooking involves making your own judgement. You gotta work from the ground up

Start with the hardest recipes with the most expensive ingredients. Chances are not matter how bad you suck the ingredients will save it. Keep trying until you get it right. Open a new credit account if needed to fund your endeavor.
