Tacos are pretty cheap to make, soft or hard, burritos too. I've never tried Uncle Ben's but I have tried those Knor rice packets, spanish rice, Mexican rice, chicken rice, etc. When people saying they are starving, it's always confusing to me. Fried chicken is also very cheap. You can buy huge piles of frozen chicken for very cheap. The brining, breading etc is very close to free.
After you are done frying your chicken, scrape up the brown scraggle at the bottom of the pan and separate from rest of oil, it's essentially brown roux which makes any sauce, stew or soup taste like fried chicken and thicken.

Everything I cook is poverty tier. My partner is pescatarian so there are only small amounts of fish on the menu and I very rarely eat small amounts of meat. Get yourself a sack of rice, bulk pasta and beans. Buy a bag of cheap vegetables every 10-12 days. Some eggs, milk and cheese each week. Replenish the condiments, herbs and spices as needed. Have a small vegetable garden. Excluding alcohol, washing powder, toilet roll etc the weekly grocery bill is almost nothing.

Tonight was warmed tortillas, kidney beans cooked in coconut oil, cumin seed, bay leaf, cocoa & cinnamon mole. Oven roasted cauliflower tossed in cumin, chilli, garlic, salt and olive oil, some home pickled red onion., grated chedder and a home made yoghurt dressing.

Yesterday was butternut squash & mushroom risotto and a onion and olive sour dough flat bread with sun dried tomatoes from the garden.

Day before was puff pastry tarts with leftover salmon trimmings, mushroom, onion and hard cheese and most of a bottle of wine, the rest of which went into the risotto.

Day before that was baked pasta, white sauce, cheese, mushrooms, steamed broccoli.

We tend to eat a late breakfast or cooked lunch. Sardines on toast. Soup. Omelettes. Boiled eggs with salad. Cheese, pickles and bread.

White Rice, beans, eggs, ground turkey in a roll, tuna, canned chicken, frozen veggies, bologna, bread (homemade or otherwise), dried fruit, greek yogurt, rolled oats, hot dogs, salsa, salads, frozen veggies, the occasional fruit, pasta and sauce.

Turkey chili (ground turkey, canned beans and salsa) w/ rice can made in bulk and frozen for meals. Eggs and rice or rice and beans is a quick nutritious filling meal. Rolled oats with dried fruit. All of that can be bought cheap (and in bulk) and stretched. If you can get some yeast, salt and flour you can make bread (you don't need a lot of any of that, either). You can make your own soup and freeze it for cheap as well.

You can get salt, pepper and sugar from restaurants or delis and that's good enough for survival cooking.

The key is how much time you can spend on meal prep. A few hours for one day and you can be set for the entire week. Also shopping at an off brand grocery like aldi's or Lidl's can stretch you dollar even more.

If you have an Asian grocer of a kind that stocks on Japanese food items, look out for fermented soy beans/Natto in the frozen section.
Depending they can be kind of pricey, but there's a Japanese convenience store here that is selling three in a Styrofoam pack for under $2.00. Generally you can expect to pay between 1-4 dollars for three pack.

Chickpeas. They fill you up for a really long time. You'll probably need some spices to make them less bland though. Look up Chana Masala.

Oatmeal is extremely cheap and filling. Put whatever you want in it, it's bland by itself so whatever you put in will improve it.

Next spring, I highly suggest foraging nettles. Look up a nettle soup recipe, they taste like spinach but with this delicious nutty, herby flavor as if you used a fancy spice blend. It's really delicious.

When times are really tough, a simple pan fried flour slurry with some small amounts of other savory things in it can fill you up.
