The issue here is the quality of ingredients and the technique.

There's nothing inherently wrong about a ground beef chili with warm spices like cinnamon but they need to cook it down further in an oven until it reduces. It shouldn't be that liquid.

Also I think it would be nicer using ground pork.

That said, if the pasta were fresh and made on site that would be better.

And maybe using a local cheese instead of likely industrial size bags of Sysco pre grated mild cheddar.

Yes, that would all drive up the cost of ingredients, but it wouldn't be slop and it would be worth driving to from out of state then.
