Because before industrial farming, meat was far too expensive for most households. Upper class homes enjoyed most of the prime cuts while the lower crust would save their pennies for mince and offal to make pudding. Those in the middle would buy the weird bits that weren't quite expensive enough for a rich household but weren't quite cheap enough to throw in a mince. The hogshead is the perfect middleground.

Looks delicious. I wish I could find hog's head like that. The best burrito I ever had was made
with chopped pig face. It was on a big tray on a steam table, and I could see the whole about. I specifically asked for the snout. It was delicious. Gelatinous and slightly crunchy. I love head cheese, too. I'd love to make my own.
