I use Ikea knives and they've gotten pretty dull. I bought a semi-decent 400/1000 water stone, watched some videos, spent whole evening practicing, starting with the dullest and they are only a bit sharper, nowhere near razor sharp stuff I see in videos. It's probably inconsistent angle, but i'm pretty bummed that I spent all that effort for nothing.

Paper sharp is a meme and only a thing past around 4000 grit.
Your knife will naturally become easier to sharpen as you repeat the same motion.
The only wrong way to sharpen a knife is any other way than you did, since you start making a new edge instead of sharpening it.

Knife sharpness is like highway speed.
Dull knives are no more dangerous than sharp knives, just like fast speeds are no more dangerous than slow speeds.
It's about consistency - either being used to a certain dullness of knife or a certain speed that follows the flow of traffic.

Needing more force to cut yourself with a dull knife doesn't make them safer since you will be using more force anyways to cut food with them.
They're more dangerous because the edge can slip easily and be more difficult to control.

I bought a whetstone, started practicing, and saw great results. Mine arent razor sharp, but I can generally cut a tomato with one stroke.
