The right kind of tea bags (usually Luzianne).
The correct tea bag amount, which can vary by size of batch and size of tea bags.
Stirring sugar immediately into the hot tea when it's finished brewing (yes, people have fucked this up by trying to put sugar in cold tea).
Amount of sugar used.

A lot of these variables usually depend on taste, or just experience. I've had some nice strong restaurant sweet teas, but I've also had some really weak shit (or worse, sweet tea left to sour). There's also some pussy ass places (Dairy Queen) that use instant (Nestea) instead of brewed. Fuck those places in particular.
