All you need to do is put water and vinegar together, then boil it enough to dissolve the salt, the spices in the kit were most likely just peppercorns and dill. Hey fagget here's a tip. Whip up some more of that brine with just a slightly higher salt content. Place your open jar in a sink. Pour the brine in there, until the moldy bits flow out of the jar.

Open-air pickles will go moldy on top from time to time. The mold doesn't spread into the pickles themselves, it's just on the surface layer, eating the diluted nutrients in your brine. Next time boil your peppercorns with the brine, and discard any floaters. Floating solids create substrate for mold. Get it? You didn't fuck up, it's still salvageable.

Quick pickling with vinegar is basically foolproof, but when you're trying to make fermented pickles with a salt brine it's more likely that things will get moldy if you don't do it properly. That's why there are so many fermentation kits out there now to try and make it foolproof but most of them seem to suck, they just don't work as well as they should for what they cost.

OP also said some of that money was spent on his garden too, so I'm hoping it included stuff like the tools needed for gardening.

It's usually a jar with a glass weight to keep things submerged in the brine plus an airlock to help prevent the top from getting moldy. The glass weights seem to have a not too uncommon issue of breaking while in the jar though. Some use metal springs but I feel like they'd push down too much on the food and not work too well with things like sauerkraut that could float through the gaps. There are some plastic ones like the e-jen container but those don't actually keep everything submerged in the brine even when use properly and a lot of people say they have issues with the seal breaking and brine overflowing.

They're all kind of expensive for what they are because it's currently trendy though, would be nice to just eventually get something cheap that works properly if it becomes more normalized with the general public.

Diluted vinegar will not sterilize. It may inhibit growth but acetic acid (the thing that makes vinegar, vinegar) is pretty weak overall. I'm a research scientist who works primarily with iPSCs (stem cells) so sterilizization is fucking critical. Fungus, bacteria, mycoplasma. They can overtake a lab and then your multi thousand dollar cell lines are gone.
If you want to sterilize surfaces, use a mixture of 70% ethanol/30% water. Since you probably don't have 200 proof lab grade ethanol, the next best thing is to find the highest proof, clear grain alcohol you can find. Think everclear. Bleach also works but of course, NaOH can be left as a residue, alcohol simply evaporates off, after you wipe down surfaces, leaving no trace behind. Also, Bacdown for bacteria.
