It means minimum 12 years. It could have older stuff in it as well and usually will. Whiskey doesn't usually come from a single barrel unless it says so on the label.

Generally, yes. There are exceptions:
- Depending on the barrel(s) used, over-aging can make a whiskey too tannic;
- Peated whiskies lose their peatiness as they're aged. This is a bad thing for many people.
- If you overage a delicately flavored whisky you'll completely lose all the flavor of the spirit. It'll be all barrel, no spirit. Oakheads might celebrate this but others will see it as a flaw.
A lot of it really depends on how much you like the taste of oak.

The Sayers of the Law has an extra dimension of smokiness and non-fagginess that no Islay has, courtesy of the heavily charred oak staves. It's strong peat smoke meets strong char smoke, and it tastes like barbecued meat.
Barbecued meat is the least faggy food ever, so the whiskey gets bonus unfaggy points for tasting like it.
