I don't see the issue here. If I'm buying fish at a restaurant, a whole fish would be far better than just a filet. Fish cheeks are excellent, and a whole fish means more fish to eat.

I've worked in many kitchens serving whole baked/en papillote/pan fried fish, and have never once seen one as you describe.
