If you aren't literally retarded and have basic motor skills then you should never ever need to wipe your face. This is a fact and if you are still getting food on your face as an adult then you probably need a handler. Answer to OPs query: Yes.
Cloth for normal meals, paper napkins for messy foods like BBQ ribs or chicken with guests, and paper towels if it's something like sardines or something oily and strong smelling that I don't want hanging around until wash day.

Not Anon, but I agree with him. In general, you don't need napkins of any sort unless you're the absolute messiest of eaters.

If your beard has grown to a size where it's getting food in it on the regular, you really ought to trim it down. If you'd rather not, you should wash your face as napkins are not going to help you much.
As for drips and dribbles, they're rare but they do, in fact, occur. When they do, use a napkin, sure, but if they occur frequently, you've got bigger problems than cloth v paper. As for which I use personally when dribbles happen, cloth. Black cloth, specifically as it can sit around until wash day without having to worry about it staining too badly (if at all).
