don't cook the brocolli and beef together
as soon as you add the brocolli to the pan, it releases a lot of water and the beef will stew instead of brown
and so you have to get colour (flavour) on your beef before you add the brocolli
but if you do that, and then cook brocolli all the way through, you'll have overcooked beef

I hate seeing people use pepper flakes in dishes, they are for garnishing or using in dips and so on. In dishes you will never get the real flavour of the chili and all the good taste from the oils

If I am doing beef stir fry?
It's going to be NY Strip. Slice, hit it with a little bit of marinade, not long 10 minutes in some slash of rice wine vinegar, ginger, garlic and toasted sesame oil. Give your broccoli a quick saute (lid on if you want to steam it), remove broccoli, set aside. Dredge meat in corn starch for a quick dusting, and pan fry over medium heat, not high. Give it a moment to cook the cornstarch well, add the broccoli, turn up the, add a splash of sherry and soy sauce to the pan, heat through til glazed.

You can add orange zest, or deglaze with OJ, if you want. Or you can go with a bit of sambal or sesame seeds or water chestnuts.

If you're going to use a tough cut, like I said I would not, but if you do reverse the order you do things. Cook your meat well down. Lid down, low simmer in the juices until meat is tender, then uncover, add your broccoli and stir fry until crisp tender. Thicken at the the end with cornstarch and soy.
