State fairs are generally, like the name implies, for the entire state. There's only one and it's the largest of the year. They usually have everything you said plus live music, contests (horse/bull riding, food eating, talent, battle of the bands, etc), and local crafts/art sales areas.

Generally it's scale and what "activities" are available. City-wide fairs are almost always shit, County fairs can be good, State Fairs are always the best. Check into what the planned events and "draws" are before taking the time and money to go to one.

Minnesota and Iowa State Fairs are great, but those really aren't places for foreign tourists to visit. Nothing else to do, really. Love the food, alcohol, shows, and people watching. I always catch the sheep herding competition. There's competitions for things you'd never imagine, from prettiest home made dollhouse to largest hog. Let me tell you, that fucker can't even stand.
