For me...
when and if I am making an Italian dinner spread, or ordering out in an Italian restaurant, I am usually a-ok with the cheese already coming on my baked pasta dish, cheesy covered pizza, eggplant parm, etc. I don't want my food all the same.

I appreciate the knots way more than butterflied leftover italian sandwich subs that someone ran under a broiler on one side. Ya know? It's a different level of texture, craft, and skill, not just price or mood. Do I want some slightly broiled soft italian sub rolls? Prolly not, if someone is back there making baked knots. Do I want something you make at home, or someone laboring back there making some sticks, knots, rolls topping it with chunky garlic, not some sprinkle from a canister.

If I'm eating salad, or steak, or something not even Italian, that's when a cheesy garlic bread might be a nice compliment.

Also, there are lots of restaurants that will drop off "free garlic bread" with your soup and salad. Even they know the sub roll "garlic bread" is inferior to their rolls! I think the cheese garlic bread is just a way to charge you for the cheese.
