Correct. You don't dip the chips in the ketchup. You put the chips on the bread and your ketchup on the chips before you close with the other slice. You should really have HP sauce, too. Also, not 'flavoured' ketchup, either.

And you MUST butter both sides. This is imperative because one of the key flavour features of a chip butty is that the hot chips melt into the butter a little when you put them on. So, you can't eat your chips cold - you'll need to heat them up in the microwave or something (this is acceptable), and make sure you butter the bread properly this time. Nonetheless, the brown bread is automatically wrong so it's not a chip butty anyway.
