While thiamine isn't known to have any negative effects in high dosages, you're going to be pissing most of those pills away taking an over 40000% RDV supplement daily.
Yes, celiac can cause deficiencies due to how it affects absorption, but if you actually have a deficiency in thiamine, you probably have a deficiency in multiple B vitamins. A B complex supplement would make more sense, but even then you're pissing away most of it if you're not deficient and eating properly.

Lactose intolerance is not the end of the world. The landscape of what is available to the consumer has changed drastically in the last decade. Learn to like goat cheese. It's a bit more expensive but worth it.
Celiac... I dunno man. I've never had to deal on a personal level. There are still lots of alternatives though.
Chinese and South east Asian food is mostly bereft of both gluten and dairy. Look to vegan cookery for dairy free things that you can then augment with dairy alternatives.
If you haven't already, learn to really cook. It will change your relationship with food and make you healthier in the long run.

And? Rice, beans, lentils, potatoes are cheap. Add some fruit and vegetables and you shouldn't have any deficiencies. Look for deals on meat if money is tight.
