It most certainly is, if the food is actually unique or noteworthy rather than just being "good."
This is from マルナカ in Fujieda, noted for serving breakfast ramen which has become a part of local culture.

there's lots of reasons to line up at a restaurant. if it has deli style ordering you stand in line, if there's a drive thru you stand in line. if it's just busy you get one of those buzzer things and go drink at the bar until you're seated. if it's cracker barrel you aimlessly wander the front room until they announce you over the speaker, or go sit in a rocking chair

I've worked at two restaurants that had a line every single day and they were both great. They also didn't take reservations, hence the line. Of course, the line only exists as you open, after that you get a text from the hostess. Usually you would get about 80 people in line for your 60 seat restaurant, people line up at 5, restaurant opens at 530, and by 545 the line disappears (usually).

As for non sitdown places, ya, probably not worth it. Dominique Ansels? No. Prince street pizza? Maybe. But maybe go somewhere else.
