If I wanted to spend as little as possible on food while still getting full nutrition and nourishment and I did not care about taste, what would these foods be? Basically I'm asking for a utilitarian checklist of essential foods, for routine and simplicity.

Basically just potatoes, and whatever the cheapest grain and meat in your country are, you can do rice and beans for the absolute cheapest combo of grain/protein but you'll be missing out on B vitamins so you'd have to add in an egg every once in a while
