the former. chains and franchises play the economy game of over-leveraging their company and exponential growth. small restaurants might have to eat ingredient costs and juggle laying off staff and their lease payments, but they can re-open with little fuss and more flexibility. Its unlikely that they wont have favorable options for working out their debt and space costs with everything going on.

Compare that to national change that need top-down decisions that work for everyone, are sitting on expensive properties making no revenue, and and the logistical nightmare of their staffing all without getting any proper bail-outs.

Never been to a Red Lobster - dunno if they even exist in New England, since we're a huge seafood region and go to local places instead of shitty national chains. We do, however, have Olive Garden and places like that, which have about the same reputation (just mix in white trash, too, since we have way more of that in Mass than we do blacks).

Anyway, my gf is black, I've asked her this exact question before, and her answer basically boiled down to it being an imitation of rich food made for poor people. It's a facsimile of food from an actual restaurant of that type - whether that's Italian for Olive Garden, or upscale seafood for Red Lobster - and they'll head out in their bargain bin suit jackets and dresses to pretend it's an upscale date. They've also got brand recognition, and are often closer (read: more suburban) than actual high quality restaurants, so they keep eating there rather than looking for somewhere with better food for the same price.
