It ruins the texture a bit for some people because the shorter strands don't wrap around the fork as well. You can just put the pasta in the boiling water and it should soften enough within 20 seconds or so to have the rest of it pushed down into the water, and that's not really long enough to affect how evenly it'll be cooked at the end. It's not a huge deal though and people probably exaggerate a bit for humor.
