The difference between dry and wet yeast is in how much nutrient and water the yeast is eating. Dry yeast has far fewer nutrients (FEC 101) so it can survive without making some. Although dry yeast tends to flocculate, or form flaky structures, it also tends to lose large amounts of water to the environment (FEC 136). Wet yeast is more susceptible to radiation-induced denaturation and might lose up to 90% water. In recent years, there has been a shift toward larger amounts of the oil-soluble flavonoids that provide the main nutritional advantage of dry yeast (FEC 131), which enables it to withstand long periods of dryness.

Dry yeast is more common and easier to portion out than fresh yeast. Nothing stopping a person from using fresh yeast in a recipe that calls for dry if they know what they're doing.
