Beer or red wine. Both make for a rich and flavorful base. Add a few spoons of tomato paste for a little extra flavor.

You will not have a beef stew without beef broth. Never use plain water for soup unless you're retarded. Just make a different type of soup with a different base, like a beef tomato or beef vegetable concoction.

I make beef soup from just beef shanks (with bone) and vegetables boiled in water. As a matter of fact I don't even brown the beef. The broth is very good. Not everything has to be intensely flavored.

That said I think using plain water works better for soups than for stews. With stews people usually expect a stronger beefiness.
