It's blue rare. That's how it works.

But you'd only do it with uh... solid muscle cuts, such as Filet Mignon, which is cut from the tenderloin.

Get a grill or flat iron super super super hot, oil the meat and just Sear it thirty seconds on each side.

I mean, the best steakhouse in my city was a portside place run by an old couple who everyone just called "Mama" and "Papa". Mama served and bussed, and Papa ran the grill. They served meals dirt cheap and were open every day of the week because the longshoremen gave them such good business.
They got driven out a couple years ago by a rent hike, and they got replaced by some hipster breakfast place that runs food carts and is only open as a restaurant 3 day each week.

Just find a place that cooks their steaks sous-vide and you can have it as rare as you'd like. I work at a steakhouse and we sous-vide (basically slow cook in a bag with water, look it up) each steak to 110 before flash searing it up to customer's preferred temp. You could always call ahead and see what the lowest temp they will serve you could be. This is more advice for other anons who want to try super rare, delicious steak, OP sounds like an asshole/troll.

I've never worked at a Ruth's Chris, but I would assume they use a combination of grill and broiler to cook their steaks. You can't do blue rare under a broiler, and their grill probably isn't hot enough to do a proper blue rare. It's a high volume nation wide chain. They probably know how to cook a steak blue, but that would require pulling out a pan and putting it on the range, which is almost certainly against policy.
