It's not even a rule of thumb, it's just Italian's having a bitch fit. Every other neighboring cuisine has seafood/cheese dishes, and it's not unheard of in Italy either. They're just overcompensating for the fact that most of their "traditional" dishes don't really exist any earlier than the mid-19th century.
