There's limited seating. The kitchen is only so big. Restaurants make money based on covers. If the restaurant is full and only half the people ordered food you're paying labor costs for a cook or two who doesn't need to be there while also turning away paying customers when seats are being taken by people who aren't eating. It's enforced at all hours so that you don't get a Chinese family of six coming in and only ordering two dishes, despite taking up an entire table for six.
The rule doesn't mean the chef will come running out of the kitchen with to beat you with a skill the second you say "here, try this".
