It's more likely to be that tourists get take-away so they can not waste time and get on to the next thing to see.
I do it all the time as a tourist.

They can't change tourist behaviour because tourists are always new people. They need to have restaurants not do take-away.

I've been to all these places and they allow 'tourist traps' for food while not accommodating the flow of traffic to sit.

In Athens for example you have DOZENS of sit down places that all compete, but basically have the same fucking menu. Thing is, they have sit down eating, not 'take away'.
