For some odd fucking reason, the first bottle of liquor I bought after turning 21 was bailey's Irish cream. I drank the entire handle in one sitting, was full as shit. Bad experience. If I had to pick something for a friend who just turned 21, I'd get him a bottle of jack Daniel's honey because it's cheap, smooth, and easy to drink.

Why does it even matter that he's turning 21 if he already drinks vodka straight? I'd get him one of those holiday packs that come with a glass that are out now. Ketel One comes with a bloody mary glass for some reason, but belvedere and chopin both have martini glasses, and get a bottle of vermouth. Otherwise look at the whiskey thread if you want something more complex. The WR bottle in the OP is actually quite good and right in your price range, and it also comes with a pretty nice glass if you can find the box set.
