I'm a Floridian and well traveled.
I think Diana and Goya brands of short grain Valencia rice is absolutely luscious and sticky. I've been subbing in this Caribbean favorite to make whatever I deemed perfect, from the traditional purpose of moist Cuban moros y cristianos (rice and bean blend), stuffed arancini balls/fritters or Italian risotto, to even onigiri. Puerto Rican brand "Rico" is a medium grain, and a bit less gelatinous, and also good in casseroles like chicken and yellow rice, or other baked items like that.

I'm a bit of a rice fan, and typically have at least 5 brands going at a time in my pantry, including the red/brown/wild blends from the Texmati people, canoe wild, basmati, jasmine, basmati brown, and sometimes I'll get a 2-5lb bag of konriko popcorn rice or other lousiana brand, when I'm in the mood for cajun foods. It does make a difference. I also buy Publix steam-in-bag brown rice since it saves time, and the birds eye wild rice w/ veggie blend which is nearly a fried rice minus the meat. Easy. I'd never use instant rice or converted rice. I have gone to Asian markets but have never been impressed by the quality and I fear a bit the DDT, bad waters flooding the paddies, and other practices, and try to stick to locally grown in the US brands.

Basmati is good, but it's got to be the right brands. Not just the first indian/pakistani brand you see either, there's differences in the brands. There's even different types, personally I'm a fan of Sella Basmati rice from Aahu Bara or someshit like that.
Very nice thick and soft grains, cooks very fluffy and is easy to manage and very forgiving, even if you fuck up within certain bounds it'll be good.
Problem is the flavor to some isn't authentic or something, I've heard some ethnic people talk shit about it, but I flavor my rice with stuff so to me it's some of the best rice I've ever had.

Brands don't matter much unless you really want good quality.
But there is actually different species of rice, like the actual crop is different. Example, Brown rice, short grain Japanese rice, long grain Thai rice etc.
Just like there is a difference between durum wheat dry pasta and fresh pasta. The flour used is different, the cooking time to al dente is different, the final texture is different. It matters.

Yes and no. Of course different varieties are going to compete, but it's not a single competition.
