I was pretty disappointed with the Toki myself. It's not a bad whisky but it's kind of bland and uninteresting. Adding a little water opens it up a bit but I'd still rather spend less money on a bottle of Glenfiddich if I'm after a mild one. Or about the same money on a bottle of Laphroaig if I really want something characterful.
I prefer to drink my whisky neat and I guess the Toki just wasn't made for that.

This. It got famous because it was exceptionally cheap for good quality, and normies then immediately bid up the price to 4x what it was while pounding down the older barrels so hard that they basically won't exist on the market again for another decade.

I used to pick up bottles of Taketsuru for 2200 yen on the way home, and it used to be mostly 12 year. Now it's mostly 5 year and 80 bucks. Buy Canadian Club or something instead, the style's fairly similar, the quality gap has shrunk as the Elevens are frantically bottling everything they can to make their money before the fad dies, and if you want to fly your 4chan weeb flag it's owned by Suntory now anyway.
Or if you don't particularly care about smoothness, get on the Evan Williams Bottled in Bond train, that's a bourbon with all the weird sweet-spiciness it implies but it's definitely the current crazy-good-cost-performance option.

And make a note, because in a decade or so everyone will have gotten sick of paying a $50 premium to have kanji on the bottle, and they'll be desperately trying to sell all the shit they put away just recently under the assumption sales would stay high.

Generally speaking eggnog is so sugary and heavily flavored that you're going to have to add a fairly large amount of whiskey to it before you massively impact the flavor. Honestly anything decent will do as any subtle notes will be lost and even major tasting notes will have trouble coming through unless you're adding a lot. I used this and another guide for cheap as dirt homebrew. Only problem is that, surely, there is a better way of siphoning off the trub? A ton of it got into the bottles I had poured. Use a racking cane or an auto siphon to pull your booze out and leave the sediment.
There are little tips you can attach to keep the intake out of the sediment if you don't want to hold it up.

Alternatively if you have money and/or time, you can use a conical carboy. They're pricier than normal carboys but you can improvise one by flipping a normal plastic carboy over and modifying it if you're handy.

If you haven't drunk a lot of whiskey, Nikka coffey was decent but tasted really fucking young. Hibiki 21 was incredible.
I'm a cheap ass who collects bourbon but will try everything, and my experience with Japanese whisky is limited. Got a bottle of Hibiki harmony for decently cheap, wound up giving it away. Don't drink a lot of scotch, which is what inspired a lot of Japanese distillers. Check local liquor store, they probably have a bottle that fits your price range and try it. Worst that happens is you don't really like it.

Suntory Toki is the only Japanese that I know of that can regularly be found in that price range. It's definitely good for sipping, but nothing special. I'm also not sure how well it would stand up to ice.

For sipping on the rocks in that price range I'd go bourbon for sure. Buffalo Trace is always my recommendation for first-time whiskey sippers, as it's shockingly easy-drinking for 45% and it's very sweet and creamy so it won't be as burny as most. Backup options, Elijah Craig Small Batch or Angel's Envy which is wine-finished.

Suntory Hibiki and Nikka whisky from the barrel are both great and around 60-70 for a bottle. They're probably the closest to what you're looking for if you're willing to go a bit over your limit. Drink them at room temp neat or with a few drops of water. Hibiki is a bit better than the nikka because it has japanese plum and oak flavors you don't really get out of other whisky. Costco seems to have gotten Hibiki recently and Bevmo seems to have gotten nikka from the barrel.
Toki's not really a sipping whisky.
