This isn't actually how it works. The justification is that you don't need to spend big money on wine (which it is assumed you usually do) when cooking because less of the flavour carries through into the final dish as compared to drinking it straight. You still can't use bad wine.
Also certain types of wine (pinot gris / merlot) are better for cooking. They aren't the most popular wines (especially here), but interpreting them as worse is a mistake.
Absolutely use god wine, better is better. But don't waste your expensive unsuitable wine.

Batter on the other hand doesn't require flavour to be imparted. You're mostly doing it for the carbonation. That said I can stand behind some good maltiness.

On the legitimate side, it could be that 'good' US beer is nearly always darker or specialty. What I mean is that the entire Pilsner style is relegated to like Budweiser and stuff like that. Whereas Mexican beer has a lot of pilsner and lighter styles that are betrer by comparison.

Tl;dr it is easy to find a good quality domestic porter or IPA in the US, but harder usually to find a good quality pilsner or similar lager. Usually Mexican lager is the most easily acceasible and cheapest option.
