False. At the end of a sentence there should be four dots. Three indicate the ellipsis and the fourth ends the sentence. Also, using it for some sort of tailing off is incorrect. It's only used for omissions. Lastly, and this depends on style book, they are most often written as [space].[space].[space].

At the end of a sentence it should be like this

Bob Smith was quoted as saying "Anon is a shitty writer . . .."

Note fourth period.
