Putting a lens on a real good or bad thing for the purpose of persuasion is still propaganda. Simply not drawing attention to the things that do not support your message is also propaganda.

Propaganda that is entirely fabricated or outright contradictory to reality is generally far less effective than "authentic" propaganda. As "stupid" as the average person is, the general populace is actually quite good at identifying out and out falsehood.
