Rice hardly takes any time to cook. 15 minutes to cook. If you're cooking other shit with it, the rice is usually going to done the same time as everything else or earlier. Unless you're eating instant ramen, 15 minutes is not an issue at all.

A 10 pound bag of rice costs $5. You can't beat the cost of rice. Instant rice costs considerably more.

Making it instant is energy intensive, thus adds to cost.
Also messes with how it tastes.
