The water crisis in Africa is nearly entirely "economic". Meaning they either can't figure out medieval level irrigation and wells or can't afford it to keep up with their exploding population. Cleaning water is also an issue, as over a million die from shitting themselves to death over unclean water because what is boiling? Obviously the northern desert regions have issues, but those are relatively unpopulated.

They have plenty of water in Africa (sans the Sahara, Namib, etc.) but it may as well be a desert because they don’t catch or manage it efficiently at all, and largely because the number one factor in being able to do so depends on stability and appropriate investment.
