Having worked at a 99c only store, here is my ideal from my time there:

some nice cereal from an endcap for a dollar
a box of chocolate cookies (timtams being the highest tier, but the knock off thin mints or the chips ahoy with reese's chips)
2 cans of mocha coffee from thailand
1 bag of lime and chili peanuts.

Stretch the peanuts over 2 to 3 shifts, one coffee during the shift and one after, cookies should started at the end of lunch and shared with coworkers, the cereal obviously goes home and is eaten over about 5 days.

Also, you are absolutely missing the beauty of 99c only: cheap mexican produce to turn into salsa.

The ingredients are more than $4 so, it doesn't count in the rules but goddamn if you can't make something of worth.

Tomatillo and nopales salsa with lime and garlic and some japalenos and some onion. Boil the snoty stuff out of the nopales, drain them and then blend it with the lime juice and garlic and spices of choice, fire or gas-hob roast the japalenos, oven roast the tomatillos with some olive oil, and small/medium dice some yellow or white onions. Get the chips of choice and call it a day.

Thats probably $8 if you are only shopping at 99c but it'll give you a few days worth of salsa anyway.

Another great option would be to cobble together a (mostly) vegetarian soup from whatever is back in that produce section. Standard mirepoix + garlic, acorn squash, low salt chickenstock, and spices of choice. Probably 6 dollars but you'll have leftover onion, celery, and carrots and you'll have at least 3 meals out of it.
