Food products can never be fully sterile and the longer a product is stored the less sterile they will get. And we're talking about people who trade shit from as far back as the 1940's all over the world. How many times does Steve open something up that the packaging is completely destroyed, cans eaten through by rust and has to get out his gas mask.
It also wouldn't be just the food itself that can cause a problem. There could be insects or eggs that get stuck in the packaging that get away, the person handling the products might have their own diseases or bacteria that they transfer to the products.

Usually this would be done through a letter and not showing up in person, but it can be done in person. Food regulation is a bog standard arm of the government dealing with threats and dangers to the public order. A very simple comparable case would be, if you had a tree on the border of your property whose branches hang partly over a public street. Might be someone worries that the tree is starting to get rotten or damaged in a storm and a branch could fall and hurt someone on the street. Some low level paper pusher comes along and asks you about it. You say the tree is in excellent health. He looks at it. And makes his decision. Probably nothing. Or maybe he might tell you to cut off the branch hanging over the street. Which of course is a total end of the world scenario for many people.

Even areas like construction supervision, which are highly dangerous with things like static and fire hazards in building, are pretty chill in working with the citizens if you are open and respectful. Which you should be to anyone who is offering the same to you.
