Do you have any idea what restaurant profit margins are? They're shit. It's a business that people run out of creative desire, not for the money. There isn't some fat profit going into anyone's pocket at the back of 99% of restaurants. Most restaurants struggle to afford new equipment when they need it and are perpetually behind by about one major upgrade.

To increase the wage would seriously increase the cost of eating in these restaurants, but it would raise it by more than the server is getting in recompense. Tipping is a good faith system and works best for everyone involved, but only when people adhere to the "good faith" part.

You have to report your tips. I've seen lots of people get audited for thousands of dollars for not doing it.
All credit card tips get automatically claimed. If you don't earn the same percentage of cash tips on cash sales that you earn in credit tips, then you'll be audited because they know you're hiding it.
The company gets audited too when their staff does, so every halfway decent restaurant is very good about making people claim.
