So my genetically dumpster fire of an ass can’t have onions or garlic. Is there any recipes for Salsa that doesn’t have these?

And if so, is it safe to can? Would the acidity of, say, the tomatoes,lime juice and jalapeños be enough? Or am I fucked?

Asafoetida is the sap from a weed ground into a powder. Many non-cucked indians use it as well because it is an easy way to add flavour to food. Not all cucked religious sects even approve of it.
You have to try it if you can't eat onions and garlic. It could really change your cooking. Probably not for salsa, but for any richer dish that should have onion & garlic. Are you really not going to?
