because potatoes are sort of like a palate cleanse between bites. it helps each bite of burger stand out more because the last thing you tasted was deep fried potato and some acidic condiment. fries would also lose their crispyness in the burger.

putting them in the burger would kind of be like going to a buffet and mixing all the random shit on your plate together.
