Why do people not realize you need to brown meat when making a stew?

Mommy is boiling the beef for a stew again. I asked her if I could brown the beef first and she got angry. I explained that if she'd let me brown the beef first the stew would turn out 300% better. She again said 'no' and stayed angry.
