Its kinda subjective.

In many states in America hard liquor can only be sold at government-run liquor stores. Grocery stores and convenience stores can only legally sell beer and wine. On vacation in Japan I bought some liquor at a convenience store and it was honestly a surreal experience for me. I’m used to Puritanical laws about when and where alcohol can be sold.

It depends on the city too. Some cities, will only allow government owned liquor stores, but the neighboring town might allow privately owned liquor stores. It causes issues because usually private liquor stores are cheaper and the gov. Liquor stores will lose revenue since all the residents will start shopping in the next town.

Kirkland Single Malt Scotch is pretty decent now that it's bottled at 46% ABV. The 18 year is pretty nice, I don't think it's Macallan anymore so it's likely Glenrothes or Glenturret now.

Never heard of that. What states permit private liquor stores when they have state liquor stores? I know in some states, the liquor stores are private, but they're required to buy the liquor from state owned distributorships and the state sets minimum limits on the retail pricing.

In the United States, the answer is typically going to be a top-shelf bourbon. Anything sold as "straight bourbon" in America is going to taste really good, even the bottom shelf stuff (Evan Williams), because of the laws which stipulate what can and cannot be sold as straight bourbon.

I live in New Hampshire where they have state liquor stores, the prices are actually quite a bit lower than say Massachusetts which has privately owned ones. Massachusetts and Maine have fairly high taxes on booze while in New Hampshire anything beyond the actual cost to sell the stuff is profit for the state so they can charge less.
